You'll need: A national pokedex, a Pokemon that is not to strong. (Rotom is only level 15)Go to the Old Chateau in Eterna Forest. Go to the middle room upstairs. Then go to the room with the TV. (I think it is the one on the left side of the second middle room, but I am not sure) Thump the TV. Rotom will appear.
Tip: Save before you Thump the TV (press A in front of the TV) so if you kill Rotom, you can just turn off your DS and restart catching it.
