Bring a high level Pokemon (70-100) and a Pokemon that know moves like Hypnosis, Sleep Powder, or Yawn. (Yawn is most recommended, because it has a 100% accuracy) Causing Ho-oh to fall asleep increases the catch rate by a few more digits than paralyzing it. Make sure you have a lot of Ultra Balls and Timer Balls in your bag along with several Hyper Potions/Max Potions. As soon as you cause Ho-oh to fall asleep, switch to your high level Pokemon to take future hits when it wakes up. Keep hitting it with an weak move to knock its HP down to the red area. When it wakes up, switch out to make it fall asleep again.
Use the Ultra Balls for about 8 turns, and if it doesn't work, use a Timer Ball, which will have a higher chance of catching it. Make sure Ho-oh is asleep before attempting to catch it.
