STEP 1-Defeat the Pokemon League and then go to Snowpoint City.
STEP 2-Talk to the sailor and he will lead you to the Johto region.
STEP 3-Then, go to Stark Mountain and go to the very end of the cave.
STEP 4-Go into the little entrance and you will see Heatran.
If this doesn't work, try to do one round at the Battle Tower and then go back to Stark Mountain and do what I told you earlier.
If that doesn't work, try completing your Pokedex or National Pokedex before capturing Pokemon that aren't in Sinnoh. Once you've done that, do Step 3 and 4 again.
