The Electric/Flying pokemon is called Zapdos. There are a number of methods for catching it, however i would suggest that you:
1) stock up on ultra balls (30+)
2)Save the game whatever you do, before you start the battle with him incase you kill him/run out of balls/ get wiped out
3)Start with a pokemon that has a high defence and hits that will get it down to the red health zone (you may have to experiment a bit)
4)Make him Sleep (do not give him health lowering status' like poisoning or he will just die)
5)Continually throw ultra balls until you either catch him or run out
6)If you run out, switch off your GBA and start over
Notes:You need an element of luck, so by doing this a few times you will almost definitely catch him
