You have to beat all of the 16 Gym Leaders, then go to Pewter City. Then, find an old man. Talk to him, and he will give you a Rainbow Wing. Go to the Bell Tower. At the top, Ho-oh will appear at level 70.
you go to goldenrod and save it's tower from team rocket. the manager gives the rainbow wing to you. go to the tower in Ecruteak city that's not burned. show it to the monk in front of the stairs and he will let you pass. go up the tower.if you want to catch it quick,bring repels and ultra balls. also bring Pokemon with status effect causing moves. ho-oh is level 47.
Those dogs are legendary Pokemon. They are Entei, Suicune, and Raikou. You have to search everywhere for them. If you fly they will go somewhere else. My advice is to walk so they won't go away. They will only be in the Johto region. You have to win at least one Pokemon League to see them.

I think also, in Pokemon gold, silver, and crystal you catch a gyarados that has been turned red by team rocket.
