How do you catch Lugia in Pokemon soul silver?

It's actually really easy. First, beat the kimono girls in the Eurecta Dance theater. They all have eevee evolutions but all of their Pokemon are also only level 38. Then, you go to Professor Elm in New Bark Town and he will give you a master ball which is a pokeball that never fails. The kimono girls will tell you to meet them at whirl islands so go there and find them at one of the islands (the only hard part is trying to figure out where they are, but you can find directions through the cave on YouTube) and finally, they do a dance with a bell that summons Lugia from the waterfall. Go strait up to it and press A and you will begin to battle it. You get the first turn so simple catch it with the master ball. (Dont sweat, master balls NEVER FAIL!) and then Lugia is yours. It is level 45 and knows flying, water, and physic moves. That should help. Note:you might have to get the master ball before you battle the kimono girls

You can get Ho-Oh too! After beating/catching Lugia, go to Cerulean, or Pewter city (one of those two) and talk to an old man somewhere in the middle of the city. He will give you the rainbow wing, which you take up to the top of Bell Tower in Eructeak City, and Ho-Oh will appear. He takes about 1-5 Ultra Balls to capture, and is at lvl 70.

Lugia is in the Waterfall Basin at the bottom of the Whirl Islands at level 45. I recommend buying a lot of Ultra Balls, and save the Master Ball for Ho-Oh, because it is at level 70, and really hard to catch.

you never really need to use the master ball. i usually go through the games, get all of the legendaries with ultra balls, and have it left over. the best use would be for catching latias or another of the wandering pokemon.

You must have 2 items.The first,the Silver Wing,will be obtained bydefeating Team Rocket Executive Archer.The radio tower directer will then give you the Silver Wing.The second,the Tidal Bell,will be obtained after getting the Rising Bage.After exiting the Dragon's Den,Proffesor Elm will call you to come to his lab.Once there,talk to Proffesor Elm and he will give you the Master Ball and tell you that the Kimono Girls came looking for you.Go to the Ekruteak City Dance Theater.You will have to battle them.Make sure your Pokemon are healed because you cannot take a break!After defeating them,they will give you the Tidal Bell.Then,go to the Waterfall Basin and the Kimono Girls will perform a dance to summon Lugia.Then,talk to Lugia and battle it.
