Steelix is a tough boss, just touching it does massive damage to your styler!!! But the best possible solution here is to circle around Steelix (Virtually impossible to me, for a Steelix its super fast!!) or use some poke-assists. I think you'll find a fighting type poke assist useful in this situation. Your best bet is Sneasel's Poke Assist, there are not much fire types around the area, but if there are, fire types are also your best bet, as we all know, fire type poke-assists are super effective on a steel type like Steelix.
Sneasel's poke assist is a dark type... which temporarily doubles your line size.. but this does about 1/2 damage to your styler
Fighting poke assist... ok you know how the target number (the blue one above the target Pokemon that appears after you draw a circle around it) It normally goes down by 1 but a fighting poke assist will make it go down by 2.
Steelix target number for capture is 25 or 27..
