How do you catch a Celebi in Pokemon platinum and pearl?

First, you have to beat the Elite Four. After beating them, go to Mt. Coronet with some Pokemon that collectively know Surf, Waterfall, Rock Smash?, Rock Climb, and Strength. Get to the level below the snowing area with the waterfall. Go into the cave above the waterfall. There, you'll find a blue orb and a pink orb. Pick both of them up. Then, go to Celestic Town. There, you'll trigger an event involving Cynthia's grandmother. After looking at the pictures of Dialga and Palkia, you'll be able to catch both at Spear Pillar, as long as you have both orbs in your inventory. Spear Pillar is located at the very top of Mt. Coronet. You only need Rock Climb, Strength, and optionally Rock Smash to reach it.

Rotom will only appear in Pokemon Platinum between two particular times. During the game's night time (8.00pm to 4.00am), you can find one Rotom in the Old Chateau. In one of the rooms to the back of the chateau, there will be a television. If you approach it and press A, a Rotom will come out and battle you. There is only one Rotom and one chance in capturing it, but it will always inhabit the Old Chateau every night until you encounter it.

If you cannot get Rotom, it is either because you are visiting its room at a time other than night time or you have battled it and defeated it already. It will not appear in Diamond and Pearl until you have obtained the National Pokedex, but should be there in Pokemon Platinum.

In order to obtain Rotom's other formes, you need a key item called the Secret Key. This is obtained through a Nintendo Event or cheating device. Take this key (along with your Rotom) to the Eterna City Galactic building and approach the back wall to the furthest left. Press A and a path should open up which leads to the various devices Rotom can interract with. To switch between forms, simply approach the object you wish Rotom to merge with. If you do not allow Rotom to learn its signature move for every object, it will not change into that form.

u can only get celebi by a Nintendo event or cheats or in any old game. i am also confused that why the Pokemon community has made celebi and mew if they are not in many games.

You can't catch a Celebi in Platinum or Pearl. You can get it from an event, a cheat, a trade, or you could migrate it.
