if im not mistaking (maybe it can only be in leafgreen) i wasn't a big fan of firered but i think u can get squirtle in the waters east of island four... you can get to island four after beating the elite four... i lost my game so i got a new one so i cant tell u from there since its been so long since i played but i think all that is correct... i positive the thing bout elite four and stuff just not the squirtle sorry.
When you start the game you are going to wake up in your house. From there you walk over to the Professor Oak's laboratory. There he presents you with three Pokeballs. You get to choose one and Squirtle is one of the choices. Other then that there is not possible way to catch or obtain a Squirtle in the wild other than trading with a friend.
