if you goto Sandgem and go south to the ocean, surf south to the island then surf south of the island there will be some rocks that split the path. I found Lanturn by Surfing down and to the left and past the girls swimming, next to the island, using a super rod. I believe this is Route 219. The first form of Lanturn is Chinchou (which can be found in the same place). Good luck and hope this helps anyone else looking for this Pokemon.
