How do you catch legendary Pokemon on heart of gold ds?

You first need the Master Ball from New Bark Town (courtesy of Prof. Elm) and then go to the Bell Tower in Eutucreak City.

For all these have at least 100 ultra balls!

Ho-Oh (Bell Tower) - Use elctric type Pokemon (I used Ampharos), battle it until it's health is very low (in the red) then paralyze it. Then start tossing ultra balls, Make sure you have some full restores handy because it is strong on hg and especially ss.

Lugia (Whirl Islands) - Exactly the same as Ho-Oh except for lugia is stronger on hg.

Celebi (Ilex Forest) - There was an event on Pokemon platinum for a spiky eared Pichu which would be traded over to hg/ss. This event is already over. Once the spiky eared Pichu was first in your party and you went to the shrine in the Ilex Forest celebi would appear and take you time traveling in a mini quest. Bring a fire type Pokemon (I've never done the quest but if i did i'd use a Growlithe/Arcanine). Celebi is not as strong as Ho-Oh or Lugia.

Mew (Event) - Special Event (Ended)

Mewtwo (Cerulean Cave) - One of the hardest to find, you need to have beaten Red after getting all 16 gym badges. The cave is dark and hard to find your way. Mewtwo is lvl 70 in both hg/ss. Bring a dark type Pokemon (I used my lvl 81 Raticate that knew crunch & dark pulse).

Moltres (Mt. Silver) - You need to have beaten Red to get Moltres. It will be in Mt. Silver at lvl 50. Bring an electric type (Like Ampharos).

Zapdos (Rt. 10) - You need to have beaten Red to get Zapdos. It is lvl 50. Bring a rock AND ground type Pokemon (I used my lvl 67 Golem). Use rock type attacks and you will be defended from much damage but the move Ancient Power will hurt you so bring some full restores.

Aticuno (Seafoam Islands) - Found in the original place as was on the 1st Generation Pokemon games. Bring a fire type like Moltres because unless your Growlithe/Arcanine is a total beast Articuno will destroy you.

Entei (Random) - Once you speak to Eusine at the Burned Tower Entei, Raikou and Suicune all disappear. Use your map on your pokegear to track it. It is lvl 40. Bring any Pokemon because it flees instantly after your attack (unless you have the ability Arena Trap or an item to prevent it's escape). If it cannot escape it will attack so you need to spend a long time following it or just have a strong Pokemon with Arena Trap.

Raikou (Random) - Same as Entei, but bring a ground type if your planning to prevent it's escape.

Suicune (Rt. 23) - Unlike Entei and Raikou you need to follow Suicune to various places that're all near water, the first time you find it after the Burned Tower Eusine will battle you, afterwards track it down to the far end of Rt. 23 where it will battle you, bring and electric type Pokemon (like Ampharos). You need to be able to access Kanto for Suicune.

Groudon (Cannot Get) - You cannot get Groudon whatsoever on hg unless you trade it over from ss. On ss ou can find it at the Embedded Tower just south of the safari zone, you need to have beaten Red. It is vital you bring a water type Pokemon since Groudon is a fire/ground type. It is lvl 50.

Kyogre (Embedded Tower) - Once you have beaten Red speak to Professor Oak, he will give you one of the Kanto starters, wait a day then speak to him again, he will give you an orb. Now go to the Embedded Tower and catch Kyogre. Bring an electric/grass type. It is lvl 50.

Rayquaza (Embedded Tower) - You need both the Red Orb and the Blue Orb, speak to Professor Oak and he will give you the Green Orb. Now go to the Embedded Tower. It is lvl 50. Bring an Ice type Pokemon.

Dialga/Palkia/Giratina (Sinjoh Ruins) - You need the event Arceus for this. Go to Cynthia and talk to her, she will take you to a Sinjoh Ruins mini quest. You then choose three spots to stand on, Left is Dialga egg, Right is Palkia egg, and Middle is Giratina egg. They will be born at lvl 1.

Latios (Event) - You need to have the stone given from an event that is now finished to get Latios (or get ss). Like Entei and Raikou you need to track it around Kanto. Bring a dark type. You must have beaten Red.

Latias (Random) - Track it around Kanto after you've beaten Red. Bring a dark type.

Arceus (Event) - Finished Event cannot get.

Darkrai (Cannot Get)

Shaymin (Cannot Get)

Phione (Cannot Get)

Manaphy (Cannot Get)

Note: For Darkrai, Manaphy and Riolu you can complete Pokemon ranger 2 and do the Ranger Net missions and send them through wireless communications. Manaphy is on a ranger net mission on Pokemon ranger 1 as well.
