You can't catch Poliwrath; you can only catch Poliwhirl and then evolve it. Here are the places you can catch Poliwhirl in FireRed:
Routes 6, 22, 23, and 25, Four Island, Viridian City, Cape Brink, Cerulean Cave, Icefall Cave, and Ruin Valley (using the Super Rod).

∙ 12y agoYou can catch Poliwag either by Surfing or by a rod (''MAKE SURE YOU AREN'T USING THE OLD ROD'') or it may appear in the tall grass. If you don't have a rod you can get ''The Super Rod'' at Route 12 in Kanto. You will find a house with a board beside it. Make sure you are at these locations at Johto:
Route 30, 31, 35, 43, 44, Blackthorn city, Cliff edge gate, Ilex forest, Ruins of Alpha and Violet city and if you want to find one at Kanto find one at these locations:
Route 6, 22, 28, Cerulean cave Mt. Moon Mt. Silver or at Viridian city.

∙ 11y agoIt is in Challenger's Cave, Giant Chasm, Victory Road (Near water), and Wellspring Cave.
If you have high leveled Pokemon that are Flying, Psychic, Electric, or Grass, you'll need to pick the weakest move you have in order to not make it faint, then use any kind of Pokeball. (Also making it sleep or paralyzed would be recommended.) Ultra Ball recommended.

∙ 13y agoYou must first obtain a Poliwag. From there, evolve it into a Poliwhirl by leveling it up. Once you have a Poliwhirl, use a water stone on it to evolve it.
