First you have to go beat the elite four than go to the weather institute west of fortree city. there will be 2 floors go to the top floor talk to the scientist by the computer. He will say there have been reports of droughts. then go to serebii.net and look up Pokemon emerald terra cave it will show you four routes where it is. hurry to find it or it will move on. when you are in terra cave save and have tons of ultra balls he is level 70 so be prepared!

∙ 14y agoYou first get a Wailord and Relicanth. Now you need the TM Dig. Then you go to Pacifidlog Town, now you go down Route 132 and 133. If you make good turns...(I suggest to stay at the bottom, but take it slow once you get onto Route 133.)...then you will hit a deep spot. From there use the HM Dive, go to the end of the bottom and use Dive again. You should come up and find a whole bunch of little dots on some rocks, keep going straight until the wall where there will be 3 bunches of dots. Now use Dig. Down there should be The Regis Pokemon.

∙ 12y agoTo get groudon or kyogre you have to beat the Pokemon league then go to the weather institute {where you got castform or next to fortree city} and talk to the scientist upstairs to the left and he will say that there's a drought on a route,that's where groudon is. he is in a cave on that route. but you have to hurry because he will not be there all the time. if you didnt find him talk to the scientist again and groudon will be on a different route.
