How do you catch shiny Pokemon on Pokemon Platinum?

That depends on what Pokemon game you have.

Gold, Silver, or Crystal (GBC) - Cyndaquil is one of the three starter Pokemon.

Leaf Green or Fire Red (GBA) - You have to trade one to your game from another Pokemon version.

Sapphire, Ruby, or Emerald (GBA) - After you have completed the Hoenn Pokedex, You will have your choice of a Cyndaquil, Chikorita, or Totodile. (To complete the Hoenn Pokedex You will have to have seen all the Pokemon in the Hoenn region.)

Diamond, Pearl, or Platinum (DS) - You have to trade one from another Pokemon version or from the GTS. (Global Trade Station). If you have a Cyndaquil in a GBA version, you can send it to the Pal Park and re-catch it in your Diamond, Pearl, or Platinum.

Heart Gold or Soul Silver (DS) - Cyndaquil is one of the three starter Pokemon. If you do not choose it in the beginning of the game, you will have to trade it from another version, trade on from the GTS, or send one to the Pal Park.

There is a 1/8790 chance of finding a shiny in the wild

It would probably be very very very very rare to get a shiny starter. But You could always cheat with Action Replay, if you are a true pokémon player then good luck XD

shiny Pokemon just pop up randomly, so there is no way to say how. i found a shiny tentacrule once but here is the way i found the shiny shinx ... use the pokeradar

Shiny Pokemon are not any harder to catch than regular Pokemon. They are simply harder to find. The chances are very slim of finding one, so keep searching and one may show up.
