Skarmory can be found on seven island in the sevault canyon area stay in the grass for awhile its not that rare but when you do find it its always level 30.

∙ 13y agoYou can find Skarmory naturally (without radar, etc.) on Route 227 or Stark Mountain. However, you only have a 5 in 100 chance that you will see him.
