You need to head west from Cerulean City, and end up at Rock Tunnel. Do not go into it! There will be water next to the Pokemon Center so head onto the water and surf south. You will end up at the Power Plant. Make your way through the Power Plant and at the end you will find Zapdos.

∙ 12y agoYou need to have the attack surf and Pokemon with lvl over 40.
Go north from the entrence of Rock Tunnel (East of Ceruleand city/the second gym). Surf the water and you get to a building. It's the Power plant with several electric type Pokemon.
Head through the whole building and you should find Zaptos. It is lvl 50. Don't use ground type attacks since zaptos is a flying type and don't use grass or bug...
Use ultra balls and put it in paralyzed state or put it to sleep. It'll help you a lot

∙ 12y agoin the Pokemon league you go to the 3rd person and walk behind her and go through the hiden door on the left the you will find the following Pokemon. ZAPTOS,MEW,LUGIA,HO-HO,ALL OF THE REGI'S.you can catch them all with a great ball.

∙ 15y agoYou go to the Rock tunnel and instead go up and surf down the path of water and reach "the Power Plant" explore it till you get to the exit, ( zapdos will be waiting, BIG yellow bird)
