You put the event celebi on your game and then go to the building in castelia city where you find a kid reading to a younger kid and you need to have the celebi at the front of your party and a empty part then walk in and walk over to them and the younger kid will transform into a ZOURA and will go into a pokeball and junps at you and you keep it plus it is always a girl level 5!Hope I helped.
