Go to Eterna City and go to the big condo next to the Poke Mart. Then you go to the old person with the beard called " The Name Rater " and if you captured the Pokemon he will change its name. If you got it in a trade, then you cant change it. ( P.S. Now I have a Pikachu named Pikachu. Stupid rules! )

Kanto (Generation I): Lavender Town
Johto (Generation II): Goldenrod City
Hoenn (Generation III): Slateport City
Orre (Pokémon Colosseum and XD: Gale of Darkness): Agate Village
Sinnoh (Generation IV): Eterna City
Unova (Generation V): Castelia City
Kalos (Generation VI): Camphrier Town
I should note, though, that you can only change the names of Pokémon that you catch, hatch, or snag yourself; you are unable to change the name of any Pokémon that you traded for.
