You have to teach them Rock Climb, which is a HM(Hidden Move).

You can catch Murkrow at Fertility Land. They come out of the grass there, but not all of the time. Depending at the time, sometimes certain Pokemon come out of the grass. For example, if it was day (I'm not saying these Pokemon will come out) a vulpix would come out. When it's night, a shuppet would come out. Understand? I think I captured one at nighttime, but you might want to check daytime and nighttime. You can find Fertility Land if you have the HM Waterfall. Check the waterfalls on the route after Black City. (I'm sure) :) once you are there check all of the waterfalls and you'll find a way down another waterfall into a path to Fertility Land.
