Uhh well you start at twinleaf town and catch Pokemon. Then you work your way up to the survival area. Then you should have captured all the Pokemon. And make sure to fish a lot and walk in tall grass a lot too. Trading Pokemon is another good way to fill the pokedex pages.

I think you can't cause the three Pokemon you get first which would be- Charmander, squirtle, and Bulbasaur, you can't even get these at the safari zone. But, you can transfer them from pal park or something like that.
