You can't find rhydon on a map or room so you must get a rhyhorn then train it to level 42 to get rhydon. You can find rhyhorn on certain rooms like FireredAddamsPokemonMansion.
To evolve Rhydon, you must have the item "Protector". Once you possess the item, go to Luminous Spring, and Rhydon should be on your evolution list. It does not matter whether or not the item is in your treasure bag, as long as you have it, it should work.
