if your talking about pokemon white then you go to nacrene museum/gym and go to the guy on the right, he will ask you for the fossil, walk into another room, and come back with the pokemon in that fossil and give it to you. (make sure you have some room in your party)

∙ 13y agoif u have cinnabar island unlocked then go to the research lab and one of the rooms will have a guy who will take ur fossil and bring it back 2 life. u will then have a will have a omantyke it wil then evolve into omanstar.
