Because normally you hav e to evolve it transfering well trading ,
i suppose if you are unable to trade on ROMS ( i haven;t tried it mysel fi found the Roms not as awesome as carrying the game around ) ,
you would have to use a cheat ?? ,or soemthing action replay ?? , im sure there is a code lying around that will help you evolve it , or you MIGHT be able to catch that Pokemon in the cave near mt moon , and mistys gym
