This one's easy. you need to beat the game, go through the mysterious forest dungeon, defeat the guild, and then you can go to Luminous Cave or whatever it is and evolve some pokemon.
I already have my hero evolved, so the way to do this part is to go through Aegis Cave, then the Concealed Ruins, and just follow the side questline. the 2 Ursaring should come up to you and say that something feels weird there, and for you to check it out.
