First you need to beat the Pokemon league and have gained access to the Kanto region. Then once you get there, you need to make your way to Saffron City and find the pink house within the little houses in the third row. Go in the house and go upstairs and talkt to the person who will change into you and ask you to find his/her (not quite sure) pokedoll.
Then go back to Vermillion City and go to the small house with the sign in front that says "Pokemon Fan Club" and go in the house and talk to the boy that has a Clefairy Doll sitting on the table. He'll feel sorry for the lost item and give it to you to return to the person. And once you go return the item back to the person they give you the pass to the rail train between the two regions. (THAT IS HOW YOU EXCITE THE FAN CLUB/MEMBER)
BUT ALSO.....
Once you're done talking to him, go outside and a person will randomly walk up to you and talk to you about Latios (Soul Silver) or Latias (Heart Gold). Now Latios/Latias will be available to catch. It is roaming around Kanto so check your map to see where it's located.
Advice for Capture: Use mean look so it doesn't run away and then use something like False Swipes to get it down really low and then use a Dusk Ball on it at night. Putting it to sleep or paralyzing it also helps a bit.
