Blake is in the seafoam islands in kanto. You must go to cinnabar island first, then you can surf to the right to find seafoam islands. In the middle of the island, there is a staircase or ladder. Go through that and a gym awaits you. If you go through the one not in the middle, it leads you in a dungeon where you can find articuno. Hope this helps!
