to make ho-oh appear you need to first have all 8 badges from the johto regon then go back to the dance studio in the same city as the bell tower and talk to the 5 kimono girls they will then challange you back to back. each only has one Pokemon and they include flareon, jolteon, vaporeon, umbreon, and espeon. after defeating them they give you the clear bell an depart for the tower. after that all you need to do is go to the tower and battle ho-oh
