Yes, you can buy it from the game corner in cerulean and I highly recommend this option. It is WAY easier than the other option....catching it in the wild.
But if you want to try your luck, then go to the safari zone and use surf in the center area. register your super rod and cross your fingers for a dratini / dragonair XD
Everyone who says fishing in the lower left corner in the safari zone is mistaken, it doesn't matter where you fish, you will have a 15% chance of encountering a Dratini. It's catch rate is pretty low and you'll most likely need to throw a rock to catch it; the problem is, it will most likely run when you throw one.
Just keep trying and you'll get it!
dont worry if you try many times and you dont get it, i found one after around 10 seakings/goldeens at the first lake you see, but it fled at around 25 tries i caught one :D
