Arceus can be found in Diamond/Pearl/Platinum in the Hall of Origin. It's a static pokémon, so you'll have to interact with it, before you can battle it. In Pearl/Platinum it will have level 80. However, you can only acces the Hall of Origin after you obtained the Azure Flute via Mystery Gift. You have to return to the Spear Pillar, after you've been in the Hall of Fame and obtained the National Pokédex. Please note that the Azure Flute has never been officially distributed, so you can only illegally acces the Hall of Origin.
