If your referring to Pokemon Diamond, or Pearl, then You must first go to Veilstone, and obtain the third gym badge. After getting it, go south, and get the fourth gym badge. Continue the loop to Hearthome, and she should be in her gym. And if your in Platinum, she should be there, or just go talk to her in the contest hall.

∙ 12y agobeat four gyms , rock grass fighting water. chase the team galactic man after beating the fourth gym in pastoria .when finish chasing the man and battling him Cynthia (the league champion) will give u a secret potion for the syducks. go to celestic town give the old lady the thing from Cynthia . and now go back to heart home city and fatina will be waiting but u have some question
