you find a man in a house along the route to snowpoint city, and he will tell you that he is missing his Rock Climb HM. you go outside the house, use the app on the poketch that finds hidden objects, and you will find it somewhere close to the house. you don't have to take it back, but if you do, he will let you keep the hm and he will give you an icicle plate or a nevermelt ice, i forget which
