The first gym leader will be found in the Pewter city gym (in Pewter City of course). Viridian City also has a gym, and since it appears first you could consider him the "first gym leader". However you are unable to enter the gym until you have obtained all 7 of the other gym badges. Once all 7 of the other badges are acquired, he can be found in the gym (in Viridian).
