I don't know if it's the same as in the yellow version, but in the yellow version go as far west as you can in Celadon City; just before you come to the Snorlax there should be a tree you can CUT above you. Cut it and go through the building you find in there. When you come out the other side, you should see a little house. Inside is a girl and a bird Pokemon walking around. Talk to the girl and she'll give you the HM. Hope this helps :)
