∙ 9y agoProbably the closest thing that you can get to flamethrower in the Generation I games is Fire Blast... it's the only fire-type TM in the Generation I games. Explosion might be similar as well, but it is a normal-type move, so it won't burn.
As for where to get it, Fire Blast is a gift for defeating Blaine (the Gym Leader at the Cinnabar Gym).
Explosion can be found on Victory Road.
