You have to beat the seventh gym, the fire one, then Bill (the guy who made the PC), will be outside. You can choose to come with him or not, but do, and he will take you to one island. His friend will give you a tri-ticket or something, then Bill will give you something, and tell you to give it to a guy. Do it, then go back and they will leave and then you are free to roam around the islands.

It would be helpful if somebody would post a map or link to a map or walkthrough of the original Red/Blue/Yellow seafoam islands they share the exact same geography as LeafGreen/FireRed
