I have not played it in a long time but in one city there is a house called the move deleters house-he deletes your moves (i THINK hes in lilycove)
the old mans house is besid the big store in lilycove

∙ 12y agoin Pokemon emerald, there is a way to get rid of HM's. in a house(i don't know where exactlly, i think it is in a volcanic town with lots of ashes) in some sort of city, there is a guy that can make Pokemon forget TM's and HM's.
