You can catch Dialga and Palkia at the Spear Pillar, Giratina in the Distortion World and the 3 Pokemon of the lakes Azelf, Mesprit and Uxie at Lake Valor, Lake Verity and Lake Acuity. Other Pokemon like Ho-Oh, Lugia, Celebi, etc, can only be obtained by hacking or through events. Sorry I forgot to mention that you can also catch Articuno, Moltres and Zapdos after you beat the Pokemon League. They are seen wandering around Sinnoh.
