5. Talk to Celio, and he will want you to find a Ruby. Find it and bring it to him.
6. He will give you the Rainbow Pass. Go to the Island 1 dock and now you can go to Islands 4-7. If you want to get to the other islands (8-9) then you need the mystery pass goodluck.
