Articuno is in the cave level you need the pokeflute which you get after the forest level, use the Flute when you find a crystal rock near some Jynx, Articuno will appear from the rock apparently it was an egg! Snap it quick! On the beach level throw some apples to pikachu to aim it toward a surfboard it will go on when its on it start snapping pictures.
