The only way to get a camerupt is to evolve your numel at lvl 33. The only way you can catch Numel is in Ilex Forest, using 'hoenn' music. For this you'll need GBA sounds and the radio app. In Diamond/Pearl/Platinum you can get a numel on route 227. If you still can't get one, you could always ask a friend to trade you one. Good Luck.
