If you go to the place with ruins that have a picture of Dialga, go to the place with fog and go north and then east and you come up to a house with the old lady. The name of the town is Celestic town, you then go left to where the fog is and use de-fog and you should see a waterfall. Look around it and you will see it eventually.
Follow the path until you reach 2 people walking around. Look to the right and you will see a Rocky Wall, you will need to use Rock Climb to climb down and up again. When you did that, you will see a house that has an old lady inside, she will teach to any dragon type Pokemon a powerful move named Draco Meteor. It's a good move to teach it to your Dialga.
