You go to Mt. Coronet as if you were trying to go to Snowpoint City but once you get to the snow outside, go right, up, then right again until you see a cave. Go in and surf on the water. Use the Super Rod in the water and you have a average chance of encountering a Dratini or Dragonair.
Dragonair does not learn Dragon Rush in Pokemon Leafgreen. However, it can learn the move in Pokemon Diamond, Pearl and Platinum at level 39.

i dont think you can get a dragonair but i think you can get a dratini (you can get it by trade migration , etc.) Dragonair evolves into dragonite when its lvl 50 <- gasp

hahahahaha lol there is no Pokemon called "Dragontini". But Dratini and Dragonair can be found in mt congruent 1st floor at the most northern pond with a super rod and a to get a dragonite you have to get dragonair up to lv 55
