Same way in Red and Blue. You have to get to the top floor in Celadon Mansion and there will be a Pokeball with Eevee. You have to go in through the door in the back.
there is a building in celadon, but you need to find a small opening in the trees then walk until you reach the back of a building. walk into the building and you will enter it. walk up the steps until you reach a room, go in the door, and there should be a pokeball on the table. pick it up and you will have eevee. to get stones, i believe it is floor....6?of celadon department store

At the top of the city there should be a little place to get back behind the building. go there, then you should find a building that you can go in from the back. go up the stairs and into a room , then there should be a pokeball on a table, and it will say you got eevee! ∙ 10y agoAn Eevee can be obtained in the Celadon Mansion at Celadon City. In the city go behind the Pokemon Center then go left until you reach the back of the mansion. Go inside the back entrance and go to the top floor. On the top floor go inside the house and take the pokeball sitting on the table. Inside will be an Eevee.
