What you need to do is evolve a Ghastly into a Haunter (best found in the Bueried Relic) and then use the link cable to get Haunter to evolve into Gengar.

Well you obviously get it by getting a Ralts or Kirlia to join your team. this is the easiest way: first,finish the request of medicam next,after you rescue medicham,gengar will appear infront of your team base and will ask you to escort him up to mt. freeze.and the next day,you will escort gengar to murky cave,then yor character and Gengar will go rescue Gardevoir. Gardevoir will appear in the town square the next day,talk to her,then she offers to join your rescue team.

go to wish cave. rescue medicham then go to Pokemon square. talk to medicham and go to mt freeze. you should see gengar the next day outside your front door. say yes to his plead then go to mt freeze. he will join you when you get there. go to the end of mt freeze[don't let gengar die] + and you will see ninetales. ninetales and + gengar will talk then you go home. you will be able to go to murky cave the next day. take gengar to the end where you will see gardevoir. answer the questions correctly + gengar will get turned into a human. go home.you will see gengar the next day and he will give you a mobile scarf. he goes and you never see him again. ta da!
