first beat the elite 4 and than go to cerulean cave in cerulean city. in that cave is mewtwo. but without the masterball it will be hard to catch, so try to keep your masterball unless you want it for one of the legendary birds, this technique will also work for them. so use physic, pokemon to try to put it to sleep and confuse it or it will most likely beat you, or you will beat it and you will lose your chance. so use ultra ball with that technique, or use a grass type to paralyse it. a ghost pokemon would be good for physic and less attacks hurt them.
