1) Find a Helix Fossil (warning: very rare), then go to the museum in Oreburgh to have it cloned, and get an Omanyte. Then level it up to Lvl. 40 and you'll have your Omastar.
2) Find a friend with another game, get them to trade you an Omanyte (and level it up to Lvl. 40) or an Omastar.
