It is impossible to get Palkia in dimond without trading. It is the same for getting Dialga in Pearl.
if you need palkia for your pokedex you can actually go to celestic town and go north in town to the house in the middle and the old lady in there will show you a picture of it and then palkia will be in your pokedex. ta-da!
But not before beating the galatic grunt in front of the ruins.
