Easy. All you have is to walk around with the Pokemon. Go to National Park, do the Bug Catching Contest, or walk around Johto without using Fly or your bike. And talk to your Pokemon often, that'll help. I did that a lot with my Gardevoir. :D

You can't get it on pearl but you can get it in HGSS and diamond. For diamond, top of mt. cornett, for HGSS you have to have and arceus
No, because the data for the new Pokemon isn't in HGSS, so the programmers have to keep all Pokemon from being traded into HGSS. You can import your Pokemon from HGSS to Black and White, though, you just can't trade them back.

That depends on the game. In Diamond/Pearl/Platinum, there is a move tutor on Route 228 that will do the trick, assuming your Feraligatr's happiness is high enough. I'm not sure if it's possible before HGSS.
