Because regular silver is a game boy color game and leaf green is a game boy advance game, you cant. but if you mean soul silver, you must transfer to the sinnoh pal park then trade them over.

∙ 12y agoyou have to beat the elite four and you have to at least beat 1 gym leader in kanto and when you turn on your game at the file select screen (with the your game file and the new game file etc) you go down to the bottom of the screen and there will be a button that says: "migrate from leaf green" or any other GBA game. you select that and you choose 6 Pokemon that you want to migrate.

∙ 12y agoPokemon from Gen II games (Gold/Silver/Crystal) use a different method of storing data than Gen III games (LeafGreen/FireRed/Ruby/Sapphire/Emerald) and therefore are incapable of future cross gen transferring (gen II to gen III).
Though not to be confused with pre-gen transferring (gen I to gen II and vice-versa ) as their data storage methods are compatible.

∙ 13y agoYou can't because certain Pokemon in Soulsilver weren't in Leafgreen so if the programmers tried, there would be a huge bug in both.

These Pokemon are ONLY available through trade from leafgreen and firered without action replay. One exception is you can get one of them by beating RED (ash) in Mt. Silver on soul silver game.
