Right before going to victory road a lady in the passage will tell you there is a big storm somewhere. Go to that route and a grandma will tell you to come inside her house. After talking to her go out the door and you'll see thunderus, you won't get to battle him but after he'll be flying around Unova and you'll know where he is cause a thunder storm starts when your in the route he's on. Then, go in grass and you should see him most of the time. Careful cause right after you make your move he'll run away.
